Go back to the stairs mentioned for the second Cache, but instead of going up this stairs, go down through it and to the right as if you were walking towards a building covered with a black dome, one of the anomalies was in it. Jump on the small cliff face here just below the giant bridge leading to Mirrorsea and you will find the second Cache sitting on a small floating platform just ahead. Follow these clouds as far as you can and you’ll see the Voidrunner Sign on the wall just before the clouds end. Go up these stairsand instead of using the grapple point on the left, enter the sea of clouds on the right. Through that giant locked building, you’ll need three switches to open and get through all the little niches that hide these little navy mines, until you reach a large partially broken stairway about halfway. This path leads you back and around a cliff where you can easily jump to the first Ironroot Basin Cache. You’ll see a glowing Voidrunner Sigil on the wall below, as well as a line of Plasma. When you are outside the entrance to the Harvester building, Go to the right of the entrance and look down.

This is apparently called the “Harvest Machine”, and the building where its corpse is located is where you need to go up to get here.
